Consultation on the template relating to the reporting on consumer profiling techniques

Target audience

All citizens, companies and organisations are welcome to contribute to this consultation. Contributions are particularly sought from potential gatekeepers, consumer interest groups, data experts, relevant national competent authorities, platforms’ business users such as advertisers, and auditors active in relevant areas.

Why we are consulting

Practice shows that gatekeepers collect and accumulate large amounts of data from end users, which makes it difficult for potential entrants and start-ups to compete with them. Transparency should help avoiding that deep consumer profiling will become the de facto industry standard and allow competitors to differentiate themselves through the use of superior privacy guarantees. The objective of the consultation is to gather comments on the draft template relating to the description of profiling techniques of consumers and audit of such descriptions to be submitted by gatekeepers under Article 15 of the DMA.

In particular, the Commission would welcome feedback on the following item:

  • The minimum information listed in section 2 that gatekeepers should report on and provide to the Commission with the aim of meeting the objectives set out in recital 72 of the Digital Markets Act, including enhancing transparency and accountability regarding gatekeeper’s profiling techniques as well as facilitating fairness and contestability of their respective core platform services.

Stakeholder feedback will enable the Commission to prepare a finalised version of the template. The Commission may regularly update this template.
