All citizens, companies and organisations are welcome to contribute to this consultation on the joint guidelines. Contributions are sought particularly from business users (especially SMEs) and end users of the gatekeepers’ digital services in scope of the DMA and associations representing these users.
Perché questa consultazione
The DMA and the GDPR are independent regulatory frameworks with complementary objectives and several points of intersection. To ensure the coherent and effective application of the two sets of rules, the Commission and the EDPB decided to issue Joint Guidelines on the interplay between the DMA and the GDPR (Joint Guidelines). The Joint Guidelines provide guidance to gatekeepers on how to interpret and comply with the two sets of rules, ensuring that the distinct competences of the Commission and the EDPB are respected.
The objective of the consultation is to gather feedback on the draft Joint Guidelines. The Commission and the EDPB will carefully review all submissions before adopting the final Joint Guidelines, in 2026.

The Commission and the EDPB welcome the high level of participation, with over 100 contributions submitted by a broad range of parties, including small and medium-sized enterprises (SMEs), trade and business associations, gatekeepers, civil society and consumer organisations, academics, think tanks, law firms, and individual citizens.

Will the feedback be public? I want to submit information that I believe would be very relevant but would contain sensitive information.
- The submissions will be published on the Commission’s website (to which a link will be included on the EDPB website), including with the name of the organisation and the type of respondent.
- Exceptionally, you may opt to have your contribution published anonymously which means that your name and surname (or the name of your organisation), country and the transparency register number (if it exists) will not be published. To ensure your anonymity is maintained, it is essential that you make sure your submission does not contain any information that could disclose your personal information or name of organisation.
- A screening for the purpose of blocking unauthorised submissions, such as spam, will be carried out before their publication. We will proceed to remove unauthorised submissions. Replies and submissions will be also checked to ensure that they do not contain any special categories of personal data (in the meaning of Article 10(1) Regulation (EU) 2018/1725) which will be redacted prior to publication. Email addresses will never be published.
